Rusty-I think you may want to ohm the windings before you put any money into that one. These things are robust, but if the contacts have "welded" themselves, you might have issues in the gen head. I have a 003 with a Washington National Guard reset that I have been thinking about doing the same...
Both my in use 002 and 003 cycle the fuel pump solenoid from 3/4 to 7/8 main fuel tank level. Aux fuel pump stays on while selector switch in fuel aux position.

Sounds like you are not getting the correct supply/spray pattern. I would want to be sure the injectors are correct then troubleshoot your fuel supply if needed. Money well spent. Storeman has done 10 injectors on my 002's and 003's for me so far and they are all starting and running...
I would also check the valve adjustment and engine timing as soon as I could. TM's explain the procedures. Not as hard as it first sounds when you read it. You asked about the courtesy outlet being disconnected-I had two 002's with the courtesy outlet also disconnected. Never found out why...
I'm guessing here, but the stator is the load on the engine. The engine has to contain all of the balance requirements internally to run (with external flywheel attached of course). Don't have an opinion of the side loading (if any in your design). Someone else better equipped will chime in...
If the starter hits the fuel tank, it is not the one for the 003. I can take my 003 starter out and put back in with the fuel tank in place.

Do the flow timing method with the existing pump. That would discount timing for now. If you swap the 002 pump I would flow test that one too before trying to start in on the 003. You may have to switch timing buttons around. Be sure and record what number button came from the 002 so...
You say fan. A and B markings are on the flywheel. Not really that difficult. Just have the cylinder you are working on in the compression stroke with the valves closed.

After having the injectors done on my running 003, it will put out 16,800 watts @240 volts (131% indicated load), so far up to an hour with just light fuel smoke. Have not pushed beyond that as my house does not pull that much. Once set up right, they can do it very well. I also might have...
Isaac-I had a 002 do that (start to stall around 70-80% load). Did the Jerry tune on the injectors and little change. Turned out it had a worn IP. Replaced with new from Gimpy and it still runs great....
Is the timing ok? You still should check the valve adjustment though.

Ray-Fascinating information. Waiting to see how you come out. I use a Blue Sea System multimeter to monitor in the house voltage and frequency (part of the better half's training to run the emergency genny in case I am not around).

Update-set up transducer and freq meter on bench using household power and just a little tweak brought the meter at 60 hz.
siliconed over the adjustment screw, reinstalled everything and started unit up. Adjusted to 60 hz and the hz output agrees with my handheld meter. Right on!
