What does the air pressure gauge say? If it is within the normal range, the brakes are safe. The alarm is to call your attention to the gauge in case you're not looking, when a failure occurs. Sounds like a simple buzzer failure.

Correct, the solenoid isn't working. The normal shutdown method is to turn off the "Run" switch first, then the "Battery" switch.
