The glow plug relay has two small terminals with two small wires attached: the positive wire (+) is pink with a black stripe, and the negative wire (-) is light blue... To manually close the relay with the key turned forward to the "on/run" position, you simply need to connect the the light blue...
It's a very common problem to have a missing starter support bracket. As was noted by the guys above, all CUCVs should have the bracket... If you're missing the bolt that threads into the engine block side of the bracket, you should be able to pick up a 9.8 or 10.9 bolt at ACE Hardware, Tractor...
You are correct. Per some of your photos in this thread, your original starter relay has (more or less) been bypassed.

The most common fixes for the stock fuel base are to remove the fuel pressure switch and plug the remaining hole, or to get a freeze plug of the correct size and drive it in... Most guys seem to have better luck just plugging the hole.

All in all, the wiring actually doesn't look too bad...just needs a few things rerouted, reconnected, or performed a little differently.
The wiring that feeds the glow plug relay is not ideal, as the full current load of the glow plugs is being supplied...

The quick and dirty method will be to connect the passenger-side of the current starter relay directly to the upper (+) 24v bus bar... However, you will want to protect this...
The large bundle of electrical tape above your fuel filter housing...are all of those wires spliced together under the tape?
Just confirming that none of that wiring is connected to the upper bus bar.
Your current starter relay appears to be pulling 12v power from the glow plug relay...
The stock/Doghead relay has 4 wired connections because the relay does NOT ground through its own mounting bracket.
