Bouncing gauge had to do with the old style protective control boxes. Some people called it afterglow. The glow plugs would continue to get electricity periodically in order to help the engine warm up while running. Then it would stop. That has nothing to do with your current Battery issues

Could be a few things. My list below is not complete.
Check battery connections. Seriously. Loose ones can do this.
Make sure batteries are charged.
Retired War Horses is a HMMWV mechanic. Listen to him. Try wiggling the gear selector in park OR try starting in Neutral...
Place a heavy grease and Vaseline soaked rag through injector hole. Over drill and tap it out and use thread replacement. Vacuum out the area. Pull the oil soaked clothe slowly. Blast high pressure air. Look with boroscope and if fragments remain, blastout with oil or soapy water until clear.
Air compressor will also help blow out stubborn pieces. Direct flow of air into glow plug hole and catch broken pieces with gauze or wire basket over injector hole.
Swollen glow plug.
Removal tool broke off tip.
Removed fuel injector.
Extracted tip with magnet (also can use compressed air, flexible grasper, etc…

So, now that I know I have heat I need the directional vents to work. I need a source. 2007 M1165 ECV. I searched Kascar and EBay, no joy.
