Thanks doghead--that's definitely what they looked like. They had a few 5-tons parked in a nearby field that haven't been used in awhile but were in pretty good shape.
If the solenoid is still connected mechanically, it sounds like it may be stuck in the run position which is up. This takes 24 volts to pull it up and hold it in the run position but I guess it's possible if it's "froze up" in the run position whether it's getting the voltage or not.

Yesterday I connected my VOM between the DC output terminals of the transducer and the terminals at the M3 meter and found 100% continuity on both wires (- lead D74A16 & + lead D75A16).
