I would recommend starting at the genhead side cylinder, and move back to the radiator when installing.

It still sounds like an alignment issue... it doesn't take much to make the rail want to not move. Remove them all, and install one properly and see if the rail moves... go down the line until you have an issue.

Next time submerge them in a container of carb cleaner for multiple days, then try to get them freed up.
