    Most stuff that goes wrong with 21/2 ton are minor. That goes the same with any USED truck, you will have problems. But for a 40 year old truck you can't get a better truck, Unless it was trash by the last owner.

    You need to check your wiring. The glow plug solenoid should not afect the starter at all.It is 12v and its only purpose is the glow plugs. If it was bad, the starter still cranks over. So you need to check the wiring, someone or something might have happen to it before you got it (truck).

    It has to be the Starter, If it tested AT the starter 24 volts. At least it is under warr.From what you wrote, it sounds like the solenoid is not in gauging. :!: BUT 1st load test the batteries, they can be 12v each and still be bad. 1 or both that is ( can't handle the load from the starter...

    Test the volts at the starter, it should be at least 24. If it is than it is the starter. I would take to shop and have them check, and than rebuilt it. It cost alot less than over the counter.

    Is it a bad battery?

    When you disconnect the ground, connect a voltmeter to the battery and a good ground. If there is a draw you will see it on the voltmeter, and how much. If there is none than one or both your batterys are bad.
