This pump (circled) pumps fuel to the fuel-fired heater in the passenger compartment. If it's "clicking up a storm", it's trying to send fuel somewhere. Since you don't seem to have this heater, I'm not sure where it's sending fuel, but it's probably not good. As suggested, you can unplug it...

This is a design flaw in the CUCV. Too many amps pass through that fuse. You need the LMC headlight relay mod. See the "Headlight" section in http://www.steelsoldiers.com/showthread.php?123199-CUCV-Helpful-Threads. Don't put it off and melt your fuse block like I did.

Death wobble is a vigorous vertical oscillation of a wheel. It feels like you're driving a paint mixer. You're describing a different steering issue.
