I think the problem is, if the new boot does not have an air connection, then the turning on the valve is not going to make a difference. I guess I need to crawl under my SEE once the snow melts as I did not know there was an air connection on the boot ;)

Unless you plan to be "fordng" with your SEE, its best to disconnect the pressurization system. Its fed low pressure air from a pressure regulator that if it fails, supplies full pressure to the system and will blow out the seals on the portals.

Sounds like the primary mechanical fuel pump may be bad. Its upstream of the primer pump. First time I have heard of the primary pumps going bad.
