That was Cheyenne Mountain, home to NORAD based out of Peterson AFB, CO, actually it was Cheyenne Mtn Air Force Station. As of 2006 the mountain is an unmanned back-up facility.

Check Texas reciprocity tax laws. You won't get the tax back from GL paid to LA but you maybe able to get out of TX tax. GL isn't required to show proof of tax payment to the end user. And I doubt the states are going to complain about you paying both. Would be interesting to put the bug in...
