    Wire (16) should be hot with the light switch turned on. If you unplug the wires from the dimmer switch you can use a jumper wire from (16) to (17) and then (16) to (18). If the switch is bad then the jumper should make the lights work.

    You won't need a CDL. If you look it up on the Pendot website, I think it says that a CDL is only needed if the vehicle is over a certain height or is used to cary x amount of passengers. Air brakes aren't a factor anymore.
