is this right at startup, or after it has been running for a few minutes?
I know for my truck the needle bounces the first minute or two due to the glow plugs pulsing, then after that it settles down.

My guess is it's the bracket for mounting a display for the vehicle commander as part of the Driver's Vision Enhancer system. Most likely one pin is supposed to be in the center hole, then the other is for either the down position or the up/stowed position of the monitor.

That's all I could find, but from looking at it it looks like some type of mount for a fold down assembly, probably some type of antenna mount.

So it sounds like you broke something.
the most usual thing to break when you're having wheelspin and then hit the brakes (not saying you did) is one of the halfshafts, either the CV joint or the shaft itself. (once the wheel is spinning, that is a lot of weight for the shaft to deal with...

I don't actually know a huge amount about the military generators, but I make my living as a Generac Protector Series Technician, and work on plenty of home and commercial standby generators, so I tend to get asked about generators a lot.

part of this answer depends on what charger unit you are using.
Then it depends on if the charger is 3 phase or single phase.
If it's a single phase charger, going bigger than an MEP 003 or 803 won't do as much, because all the larger ones are 3 phase...
have a helper with you when you try to start it, have them read the voltage at the batteries when you turn the switch and when it's cranking.
You should see a voltage drop when the glow plugs come on, and another when you go to crank it. (poor man's load tester)
If it drops below 20 volts...

Af for is it worth it, that is a personal opinion. I don't use my hard top (tall version) because I put an EOD body on my truck. The hard top is a little harder to change...
Mine had sand in them.I had the same type of issue, not worn but had enough sand/grit in them to keep them from working.
Managed to clean one of them up without damaging the plastic retainer inside too much, but replaced the other.

if you do a search by the NSN and go to PARTTARGET or another site like that it will show you all of the manufacturer part numbers under that one NSN. If you can't find it under the part number in the book, sometimes it will show up under one of the other manufacturer part numbers
