I believe that's the ground cable that gets attached to the ground rod. It's suppose to be about 5' long according to the -10 TM. From the picture it appears to be folded up. When used the braid is fed out one of the holes in the side of the set and it gets attached to the ground rod.
It could be that diode CR1 failed. If it fails you loose all 24 volt power and you cannot dead crank the set.
CR1 is a 1N5405 3 amp diode.
In a pinch you can put a jumper across the terminals that CR1 is soldered to to restore power.
For fuses the voltage rating needs to be equal or higher than the voltage being protected. A higher voltage rated fuse will work just as well as one rated closer to the voltage being protected.

When running with S5 in the center position S5-5sshould have 24 volts on it. When you lift S5 S5-5 should go to 0 volts.
Seems that's what you have working now.
With the set running and you lift and HOLD S5 UP does the Contactor lamp illuminate?

I you had 24 volts at K1-Y and nothing at TB5-16 then it could be a problem with the connection between P6 & J6.
With the set OFF and Dead Crank in OFF unplug P6 from J6. Access from the right door under the gauge panel.

If what you get for measurements points to a P6/J6 problem then we'll need to do some resistance checks with the set OFF.
If no 24 volts at S5-5 with the set running then there is a problem with the 24 volts getting from K20 the Oil Pressure relay all the way to S5-5.

I assume when you say "nothing" it means the contactor lamp did NOT illuminate.
So....
1) When you had the set running where there any Fault lamps illuminated. If unsure restart the set and verify no Fault lamps are illuminated. Are they all off?
2) Test the Fault Monitor by putting S1 in...
Test the Contactor Closed Lamp to verify it's working. To do so put S1 in Prime/Run and press on the lamp lens to verify it illuminates.

No tipping issues at all. I roll it outside 2-4 times a month. Never had an issue. Concrete floor onto asphault with about a 1/2" drop.
With a design tweek you could locate the casters farther apart if it makes you feel better.

Simple 2x6 construction and 4 heaver casters. Works great and doesn't waste any precious floor space in my garage.
If you go the casters route be sure to use 2 fixed and two swiveling casters and not 4 swiveling casters.
