MEP831A won’t turn off only when disconnecting battery

I assume the video was normal running and then moving S1 to the STOP position?
Still using the factory SLC100 Governor Controller?

It was running for 3 minutes and shut down on its own after surging. SOMETIMES it won’t do this it will run flawlessly, but then all of a sudden it will perform as depicted in the video.
Yes this is the factory Governor Controller
