Transmitting with no load (broken antenna) may have fried the finals in the transmitter. You need to hook up a dummy load and check to see if it is actually still transmitting.

I hate to tell you this but you should not hear a gov-loc at all! What are you hearing? What kind of sound? Those Gov-loc's tended to hand grenade if you spun one wheel to fast before they had a chance to engage. I have seen a lot of them come right through the diff cover.

Are the drums tight again? If yes then it is most likely rusty e-brake cables. Replace both. If the drums are not dragging then check the rear axle bearings. I would guess that since you said they were dragging from the start that the brake cables will be your issue.

Do you have lock outs on the hubs? If not you may have a bad U-joint. Or possibly a bind in the differential, I am in no way knowledgeable about these diffs.
