The 30.8 volts is just a touch high but I think you can run it that way with no resulting damage. The Tms have the min-max per alternators. Ideally I like it when they run around 29 volts with no load.
Okay so my next question is less asthetic and more technical. But why in the world would a person do this to a gas tank?
That looks like wood shims and spray foam to keep the steel tank protector from making an annoying rattle at idle. You may want to remove it so it doesn't promote rust.

What size/type of a building are you trying to power with single phase?
20-25 kw will do a fairly large building and maybe your over sizing your needs.

Good luck finding new injector lines. I searched hi and low back in 2013 was only able to find 7 of 8 lines. You may find you don't need to replace all your lines. what happens is they tend to crack at the flare nut from years of vibration or overtighting.
Looks good Butt! The plywood subfloor is stronger if you install it perpendicular to the floor joist. Lessing the flexing that could crush your floor foam. Were you planning to install a 2nd layer? I don't mean to be critical but it's a nice project and don't want you to regret it.
