There are two different types of air packs for these trucks. That air pack will work in the M35A2 as well. My '68 M35A2 has the same one in your pics. Your rebuild kit is probably for the older (longer main body). The M35A3 is different in it has two airpacks and a split circuit master cylinder.

Have you changed out your fuel filter? Sounds like you may have air in your lines via air leak. The culprit can be anywhere but I'd check the fuel filter gasket to make sure she's fully seated and not introducing air into your system.
