This is just a guess, but maybe the plunger in the injection pump is sticking, crack one of he high pressure lines at the injector and see if it is getting fuel, also check for clogged return lines building up back pressure. By cranking do you mean it does not turn over or does not start?

Try asking over on the Smokstak board in the Onan section, someone there will likely know the specs or a source for these, just tell them what it is for since the MEP-002 uses a militarized version of the onan DJE engine, they should be the same as the rest of the Onan Diesel J series.
