I have not read the testing instructions for your voltage regulator, but can tell you official test procedure for the one in my MEP-701a/016b calls for a couple of test components (power resistor, and rheostat)variable AC power supply (Variac), an Oscilloscope, and 3 multimeters (I suspect you...
Keith, you keep saying this, and while I have not looked at the schematics for the MEP-002/003 I can't see how it can be true, since the tie points for all of the connection options for the output voltages would parallel at least 2 windings, meaning the minimum in 3 phase mode would be 1/3 not...
Often an unsteady digital frequency meter will clear up when you add a simple resistive load to the output, such as a 100 watt light bulb or a small heater. I am somewhat surprised you had problems with the Fluke 187 though, usually it is the cheaper meters with the problem, my 87V works great...
I agree looking carefully at the photos if you can't inspect in person can be a real life saver, particularly when it comes to spotting missing expensive parts. I just have to ask, what sort of clues make a generator look "junkier"?
Ike
The problem is any answer you get on load capacity is going to be an over simplificaiton as in the real world the only way to know is to push things to the failure point. In this case failure can be caused by overheating of the generator end wiring causing failure of the insulation, the thing...
Yes, these can be very reliable generators, they are based on the diesel version Onan J series engine which was in production for over 30 years. Remember the majority of people here that post messages about these generators are the ones having problem, also many of the problems regard things...
My guess is bad diodes on the rotating rectifier, the instructions in the service manual say to disassemble the generator end to get to them, however I think they are accessible without full disassembly, but may require creative use of flex joint extensions. Alternatively it could be something...
A small portable load like a hair dryer will generally tell you if it is running close to right, ideally you would want to check voltage stability as well as frequency and ability to carry a full amp load. It is hard to say what your $20 meter will do, what kind is it, most likely it will...
If yours is the single cylinder Onan MEP-016b/701a it has both an electric and a mechanical fuel pump, the electric pump is a transfer pump that refills the onboard fuel tank from an optional external tank (is controlled by a float in the fuel tank), the mechanical fuel pump feeds the engines...
If your MEP-701a is like mine you can remove the top cover and find the original MEP-016b data plate mounted the the generator under it, like Crawdaddy said it was a depot level upgrade required adding lots of threaded inserts to the frame, rewiring to support the electric cooling fans as well...
A MEP-701a IS a MEP-016b in an ASK housing, for some reason they just decided to give it another model number unlike the MEP-002a and MEP-003a with ASK perhaps because the MEP-701a ASK upgrade was a depot job and the MEP-002a/003a was field installable.
A quick rundown on the MEP-016 model...
One more, on radiator cooled diesel engines, check for potential blown head gasket by running for a few seconds when cold (30 or so not long enough to get warm/hot) then removing the radiator cap, if pressurized you have a leak.

I would add checking the battery charging voltage since there is not meter for this on many (most?) MEP generators only a charging amp meter. I say this because high/low output from the charging voltage regulator seems to be fairly commonly reported online (in fact I just discoved my MEP-701a...
Since the OP is in CA which is known for restrictive legislation, I just want to mention that in some areas (parts of Florida for example) trailer mounted generators are used to get around permanent installation codes that can limit placement location (not within X feet of a property line) ...
The official filters also include a small o-ring for the water drain and a large one for the rim of the lid, you may be able to re-use your old one though.

Be aware that these generators are heavy (not always a bad thing), the Yanmar's a bit lighter than the older engines, but probably still weigh in around 350+ pounds (my MEP-701a with the ASK housing weighs a bit over 500 pounds). Connection for a household transfer switch should be fairly easy...
The generator you are referring to is a MEP-016D, these are MEP-016A/C's that are retrofitted with a Yanmar L70 engine, there is also a somewhat similar MEP-016E which is a MEP-016B Onan diesel refitted with an Yanmar L100 engine. I have a MEP-701a/MEP-016B it makes a good small generator for...
