Some is certainly exhaust, but to me it sounds mostly mechanical, I have mine on concrete pavers and can feel the vibration through my shoes 20+ feet away. As to filters, there was an ebay seller with air and fuel filters listed a while back, the oil filter you should be able to get at NAPA...
Under rated is relative, it is more like most modern civilian generators are extremely over rated, I don't know about the MEP-015a, (I have a diesel MEP-016b/701a 3kw) but most of the military units of similar size are designed to do full rated output 24/7. There is no direct comparison, but I...
It looks like it might be a variant of the 1.5 kw MEP-015A, I have seen photos showing a few variations in the control panels and fuel tanks on them, and this looks close.

The conversion for MEP-016B to MEP-701a is a bit more (but only a bit) extensive than just slapping on the ASK panels. I think it is covered in one of the TM's. It seems to be complicated enough to be considered a depot service, hence perhaps the model change, unlike the MEP-002 / MEP-003 ASK...
OK, a couple of thoughts on idiot proofing, first issue is batteries. In my experience people can not be relied upon to maintain generators (that is start them regularly, let them run long enough to keep the battery charged, etc.) So if there is electricity at the storage site add a float...
A couple of things to keep in mind, the MEP-002 and MEP-003 are air cooled diesels, therefore the oil temperature tends to get higher than water cooled diesels, this may be a reason to consider using a synthetic oil with a higher break down temperature. I don't live in the great frozen north...
If you are not looking at remaining pure you could add an after market generator control system such as this one from flight systems: NFPA110 Compliant Genset Replacement Control Panel and add any specific gauges you want, there are some nice digital combination multi function gauge sets on...
There are several different NEC and code requirements for allowable starting / cranking or cyclic cranking times, as well as retransfer times once utility power is restored, however most of these are only for legally required emergency generators, not optional standby units. As to the cool...
I suspect it is a combination of factors, in your area I suspect price is depressed due to California clean air laws banning all older non EPA TIER rated diesel generators as gross polluters as of a couple of years ago, and therefore flooding the market with used diesel generators. Of course...
Your lucky, for the last year or more all the MEP-002's on GL within reasonable driving range have went for more than $1,000 and MEP-003's in the $2,000 ballpark.

There is a Mule and a couple of Horses I noticed for sale near here on GL, which make me wonder about GL and their listing codes. All are listed as code HX, but also claim to be vet checked and in riding codition. the claimed location is also the local DRMO building. Sometimes you just have to...
I don't know if it is the same on the MEP-002, but on my MEP-701a the frequency meter will read high or swing wildly when it is out of range on the low side too. So just because it is pegged high may not mean your engine is running too fast, also these units do not like to idle, running at...
Ok, just a couple of random thoughts, I guess a lot depends on how much you have to spend, and if you want it done right.
1st off the 24 Solargizers are built in 2 sizes a small and large, they are not advertised as chargers, but more as battery maintainers / conditioners, they also tend to be...
The ball is located under the return fitting that screws into the top of the pump. I am not sure, but it may be possible to remove and clean the ball without disassembling the pump (may require removing the top cover which is held down with 4 screws, or may be able to unscrew with just removal...
I suspect your return fitting on the top of the injection pump is stopped up, if this is a stanadyne / Roosa Master pump it has a glass ball check valve that commonly gets clogged, once back pressure builds up the pump shuts down, having the timing cover off relieves the pressure. Some people...
I measured my GAC actuator height, it is 2.75 inches from the O-ring seal to the top of the actuator, wiring pigtail is on the side. My original cover measures about 1.25 inches from the O-ring to the top of the solenoid screw terminals (yours may be different) so about 1.5 inches taller than...
Mine does not have a day-tank, so I can't tell you the clearance, but I do recall one of the other brands of actuators has an L shaped body and a lower profile (some brands use a rotary actuator internally some use a linear actuator).
