On an unloaded M35, all you need is a 4 ton jack BUT it is mandatory that you place it on a GOOD jack stand. And if you have no concrete pad to work on, you need timbers under the jack and stand.

Now for the Root Cause Analysis...something isn't right on the inside of the pump and from the TM pictures and diagrams, it looks like it might be the control rod which links the governor to the control collar. Almost as if some jack leg pulled the engine stop and hit full throttle...
Cool...just raced through TM 9-2910-226-34 and it looks simple. Either the governor is gummed up or the op rod is dragging on something.

DOL (direct support) would not have left the injectors lines loose, the most logical explanation would be some bidder trying to get it started.
First, make sure the fuel cut off isn't stuck. Then bleed the injector lines...
