I would immediately suspect that whoever did the head gasket repair reconnected some wires incorrectly. Too much of a coincidence that the problem started when the vehicle was returned to service. As Ken mentioned above, download the TM and trace all wire for proper connection.
It is not that complicated to start the MEP-003A. I would recommend installing a manual transfer switch and training the wife, et al, how to throw the switch and start the engine. My wife picked it up without difficulty.

The 24087 is not the correct color. This is semi-gloss OD. It should have been painted with green CARC. The Gillespie 383 should match if you don't want CARC.

I agree about the unit crest. Since it is a triangle, it could be from an armor unit. I would recommend sanding off the triangle and see what is under the paint. Also, do you have any idea where the truck came from? Was it assigned to an armor unit?
I measured the length of hose on my adapter assembly and it measures slightly over 25 feet in length. There is a metal tag on the hose that is difficult to read from the photo below, but the text is as follows:
