Both vehicles look very nice. If both are happy with the deal, then obviously you both did OK. The fact that the seller drove the Deuce that far to deliver it without problems takes much of the worry out of the mechanical condition.

If you live in an urban area, off-road diesel is relatively hard to find. If you live in an agricultural area, it is quite common. I have at least 10 sources of off-road within 30 minutes of where I live.

Every time I've seen anyone checked for using non-taxed fuel, they have looked for red dye, indicating off-road diesel. I suspect if the person being stopped doesn't volunteer that they are running WMO, or something else, they won't have problems if the fuel doesn't show red dye.

I have been sanding brake shoes as above for many years after cleaning and have gotten very good results. I have never done this on a Deuce, but I would expect similar results. If you have asbestos lining, don't breath the dust!
As mentioned above, running a multi, or any diesel for that matter, at low speed and excessive idling will cause wet-stacking. The engine is running too cold due to low loading. The cure is to run it faster for several miles, or under increased loading, so that it is running hotter...
Your photos show what appears to be a very nice looking truck. The front hubs are for self-recovery. The only worry I would have is the sprague. They work well if the truck is driven properly, but can be a problem. I would convert to air shift if possible, but the sprague is original.
