Conditions for Engaging the Fast Idle System
When all of the following conditions are present the idle speed will increase to the selected value and the FAST IDLE lamp will illuminate.
The engine is running
The transmission is in Park (P) or Neutral (N)
Vehicle speed is not detected

There may be some condition not met for it to enable/allow fast idle, like throttle position not low enough, or neutral or some such. Not specifically familiar with the specific requirements for fast idle, but it may be something like this causing your issue…
No, i think that J version is good info to have available. There may be some other differences that we might not know about until we actually try to reference something specific.

Which specific model push-lock did you use? The issue with the cat fuel supply lines is that they are ALWAYS under vacuum. Not all push-lock fittings have high vac ratings, their spec info shows several as low as 10KPa, which is less than 3” of Mercury… crimp fittings are typically a LOT higher…
the earlier HEUI had separate lines, and they were a weak link. Anything long the path though that is exposed to the oil, like all the injectors and their seals could also cause issue… just exploring possibilities that would effect HEUI pressure…
