So, did you connect the wire in question? Did it have a wire number on it?
If so, does your cold start system seem to work now?
If not, try it and see if the light on the dash comes on.
Did you torque the center bolt to 60 ft/lbs?

The picture of the napa 5070 looks like it's rubber but it does it say what material it is.

It clearly shows only one small wire(probably the one in your picture). Wire number 569.
Does that wire have a wire identifying metal band on it?
Wire 569 supplies the cold start system with 12v.

At least include the correct nomenclature, as well as whatever user friendly names are used.
Please don't change the Tms TO "BIG GREEN TRUCK WITH 6 LUG NUTS"...

Another thought I have is, maybe you have exhaust/combustion gasses getting into your coolant system causing corrosive damage.
Head gaskets or heads could be the cause.
And I hate when I get flamed by the environmentalists whan I discuss burning whale oil...
