Elevation isn’t the only factor.
Density Altitude makes a huge difference on how a vehicle (or aircraft) performs.
You can have an elevation of 8000 feet and a density altitude of 9700 feet.
It varies up or down depending on temperature at that 8000,(or whatever) elevation.
The colder it is...
Keep lugging it up the hills like that and it will break.
No turbo needed.
Have you used any fuel system cleaner?
Seafoam, etc?
They will make a difference in a dirty system.
Agree with the other recommendations.
The 6.2L isn’t remotely a powerhouse to start with.
Adding tall (for a CUCV)...
There’s a guy on YouTube who used, among other things, transmission fluid to help the initial CUCV start.
Smoked like crazy at first and lighter smoke for quite a while.
Seemed to take forever for all of it to burn off.

I know you said the fluid level was good but it has to flow freely through the filter.
Unless your dead set on electric brakes, the surge brake system works great.
All factory parts (HydroAct Brand) are still available from www.crofttrailer.com
Once the surge system is correctly fixed, you won’t have to mess with it for years.
You will not find parking brake levers anywhere...
I know it’s frustrating to keep chasing issues.
Been there when I first got mine.
Once you get everything worked out and correct, you will be happy with the results.

Sure more power with a gas engine would be nice, but the sound of the 6.2 Diesel is wonderful.
To me at least.
Those suits absolutely suck to fly in.
Worst were the aviator masks.
When you breathed in, it sucked in the mask in a bit, distorting the eye lenses.
Which altered how things looked, kinda like a carnival mirror.
I learned quick to hold my breath just before skids/wheels down.
