I think the RT-246/524 sets will take a continuous VSWR of 4.0 without blowing up (though I wouldn't recommend it), where the AS-3900A's worst match is, I think, 2.5 - 3.0 - but it's been awhile.
There are a lot of variables and without some basic test equipment you'll chase your tail. What are you using for an antenna on the PRC-10? Long, short - or something hooked up to the BNC connector? Without at least a wattmeter you're not going to know if the PRC-10 is outputting anything...
