Check the battery voltage after charging and sitting all night. It should be 12.5 volts. The difference between fully charged and dead is only .5 volt. That means 12.2 volts in a rested battery means it is really low. 12.5 does not mean it will pass a load test however.
$30 more and it does not include a tach. Plus you get to drill a hole, then thread it to mount the pick up. That's a lot better option.

Working on deuce brakes should always start with adjusting the brake shoes. Properly per the tm.
Not adjusting them first is like working on a cucv electrical problem without making sure the batteries are fully charged.
It leads to more work and does not fix the problem.
