I have towed my M1008 w/37" tires with my M1028 w/ stock tires and it's a handful/pushes you around the turns. I have towed my M1008 w/stock tires w/my M1028 w/stock tires and it is a completely different experience (almost like towing a trailer w/out brakes). So I would attribute your issues...
What's wrong with a Gear Vendors Overdrive? It's the most plug and play solution for your application. And you don't need to add a clutch pedal and cut a new hole in the floor. They claim a 22-28% increase in mileage. Obviously this is just a suggestion. Here's a link to their webpage...
I haven't had to use the tool yet but I'd personally stay away from Wellman glow plugs (they tend to swell). I've had great luck with AC Delco 60G's. You will have to grind down the spade side of the plug to make the electrical connection work or change out the engine side connection to fit...
While I don't own a HMMWV I do own a Unimog 404 and used this product with great success to reduce the cab temperature and noise. In a 404 the engine comes halfway into the cab. http://www.dynamat.com/automotive-and-transportation/automotive-restoration/hoodliner/

Also I have copied the closed auctions on GovPlanet for the Unimog 419 so you can see the prices...
I've got a Blizzard 760LT on the front of my M1028. Just look to the left. I plowed 74 driveways and one church (1.5 acre parking lot) during our first snow fall last year and plowed the next 3 snow falls with it. I love the plow. I would recommend that at a minimum you have a back up hose...

are the manuals hosted by another person who I am on another forum with. Also you should check out: http://www.benzworld.org/forums/unimog/ it is arguably the most informative Unimog forum on the internet. Tennmogger...
Usually states have a process that allows a property owner to get a title to a vehicle left on their property. VA is after 48 hours. In VA it is the abandoned vehicle process. Kansas appears to have a similar process for local public agencies as found here...
I don't know the name of the mount or model number however I am sure I could find out. It is Blizzard's specific mount for truck. It bolted right on everything lined up and it took about an hour to mount to the truck and hook up the wiring. The plow is a Blizzard 760LT. I've got $1500.00 in...
