So you have spark and you have fuel and you have compression? Then it should run.
Are those distributors point and condensor type? Could the coil have gone bad, or what about the wires?
Are those tires radial or Biased ply? I know the 900 series really need to have a radial tire on them with the ABS system.
If you were closer to PA I would swap you a set of 11.00 x 20 for your tires if they were in good condition.
The 900 series is a bit sticky as compared to the m35 series. You are over 26,000 GVW and the truck has air brakes. It also drives alot different then a smaller vehicle. The brakes are a bit touchy and do not respond like hydraulic brakes do. Making sure they are in adjustment is also very...
But the m818 is a tractor with a fifth wheel, You could put a duece 12 foot bed on it instead of the 14 foot cargo bed. So I am not sure if you are looking for a tractor.
If you want to take a run over to PA I have an m818 (with winch) and an m931 (without winch) you can look at (both of which are for sale with titles).

I am not sure about the over width permits needed. How long would it have to be stored for and is it ready to be towed or does it need repairs? What about tags? Did you inspect it?
Titles are always a big pain in the a$$ to get later down the road. There are a few posts on here about the problems people go through trying to get the trucks on the road. So do yourself a favor and just buy a truck with a title. Unless you get it for next to nothing.

Dueces for 2500? They sell for more then that on GL, in much worse condition. You can get much more then that for parts by the way
