I can't help you with finding a mechanic but there are several military truck pages on FB that are pretty active. I would not recommend driving the truck home, even if it was a known good runner
We have HPR diesel here in So Cal. They call it bio mass, not bio diesel. HPR has really high cetane, its clear, no smell and no foaming. I cannot tell the difference when driving but...
14.00's are incredibly hard to find around here. If you can find them they are $400+ each. A lot of guys are switching to 16.00 because they are available and cheap
Check for voltage at the bulbs. The HET uses 24 and 12v
Check all the blackout switches. They can be confusing and they are not like the 3 level switches common on MV's
Check all the circuit breakers
Check the main headlight switch to see if it has power
Pop off the cover for the center console and you'll find a bunch of solenoids. They looks like a starter solenoids from a Ford. Check for 24v on both sides of the large terminal
