I think you will find that $$$ was the driving force. Many HMMWVs were surplused and AGM was fearful of losing their civilian market for the Hummer. So likely they lobbied for restriction of HMMWVs. This started long ago.

I did 2 this year but only because they had not gotten the notice yet. And the last 4 I got did not say 'Off road use only'

As of 1/1/2019 but just now fully enforced. If you buy a MV in Maryland you will not be able to get tags for it.

No doubt someone here has already done this. The PPM on a stock A1R is set at 62619. Reducing this number makes the speedometer read higher. I roughly figured that 45398 would be very close to correct but it seems to read to high. Any one done this? And yes I know I can tweak this with a GPS but...
NO, I was just saying that the VOLTMETERS on the dash were databus. A voltmeter!! WHY. So I can calibrate the voltmeter with the scan tool maybe?
But the idea of changing the speedo through the C7 engine ECU gets my attention since I am soon putting 3.07 diffs in and I have the CAT scan tool...
If you have an A1R do not try to test the voltmeters on dash. They are not voltmeters, they are indicators driven by CAN data from a ECM or ECU. Do you know where that unit is located in the truck??
My A0 came with the 'D' on data plate. Both shafts were out of balance and slip joints badly worn (.050" on front). Bought NEW rear shaft with weights welded on, it was way out of balance.
