The length of tubing is only restricted by the backpressure it creates on the engine. The factory Lister engine service manual likely lists the allowed backpressure. (You need to include the muffler too)

When you try to start it from the master switch, do you hear the K2 relay clicking? It's a small contactor buried out of sight, but it makes a distinctive "thunk" when it engages that is heavier sounding than the normal relays behind the gauge panel.

The IPs should be fully CCW. Rotating them CW can lead to no-start or no-shut-down conditions.
