Wouldn't be easier to move out of the high crime area? Just do what the military did and padlock the steering wheel to the chain that was welded to the floor.
Doghead mod or not, As I have already concluded; if you have weak or bad batteries it will cause all sorts of issues with the electrical system. sounds as if you have to tend to the charging system/batteries first then see what damage you have with the starting system.
If you go to pull the pump, check the flared ends of the injection lines first. I had the same issue as you and found three of the lines were cracked at the flares. They have been known to do this from years of vibration and/or being overtighten. If that's the case good luck as to finding new...
Sounds like bad batteries, get them load tested. Weak or bad batteries will cause all kinds of odd things and could cause damage to your starter relay under the dash or your starter itself.

In the photos I saw they had them dbl stacked, never saw that before. If they sell them in place as stored I would look to the top stack. The bottom row I am sure there will be encloser and exhaust flapper damage. I think GL will also be involved because there were dozens of them on trailers.
I have no clew what will happen with them. I don't think the government will move them around to different sites just to make it convenient for the public. I was up to Ft Drum last fall and actually saw the batch of 802s & 803s they just sold to the public a few weeks ago. It took about 12 weeks...
