I had one do that with one of my mep-016d's after it sat awhile. I used brake cleaner and wd-40 to free it up.

Thats it. I'd move the top spring end to the number 2 spot and see how that does.

That what I'm thinking from your description. Just to be sure does yours have the friction plate type gov? Spring loaded then lock it with twist knob?

The upper should have four holes 1,2,3 and 4. The lower should have three holes a,b and c. The manual says that model engine should be 2b. I know the picture isn't very clear, ill try to find another one.

I reused the case gasket, but I'd recommend getting one.

I just went through this. Drain the oil and look in bottom of base and see if you find spare parts. Mine slung gov apart inside engine. It's part number 9 in diagram. I'll try to find the pix I took.

Both of my mep-016's had gummed up pumps when I got them. I try to turn them over every chance I get.
