The upper should have four holes 1,2,3 and 4. The lower should have three holes a,b and c. The manual says that model engine should be 2b. I know the picture isn't very clear, ill try to find another one.
One of mine did something similar and I believe it was a spring on governor in wrong location.

Got the pins out when I drained the oil. Later I took the side cover off and got the rest of the parts out.

I just went through this. Drain the oil and look in bottom of base and see if you find spare parts. Mine slung gov apart inside engine. It's part number 9 in diagram.
