I could be wrong, but I'd say the 8' fence with wire atop, and missles in the background, might just be a red flag.

The registration number on the data plate is an Air Force registration number. Its going to be really difficult to find out where is was assigned unless there is any ID beneath the paint. According to the USAF TM (36-1-3) for marking and painting, some units were authorized to mark the vehicles...

Be careful with the wiring diagram, I ran into a few errors. It's been a few years but if I recall correctly, they were the spotlight and or floodlight circuits.
