I wonder if a good DC welder like a mig welder that has settings for up to 24 volts would run a DC motor within its duty cycle time. Maybe start and stop the motor with a contactor to keep the welder fan running to cool the transformer.

I perused the TMs for the 5 ton and the M35A3. I figure that I will keep the systems operable.
I'm hoping McmasterCarr can supply the square section seals for the M35A3 and I don't know about the 5 ton yet.

If you have no clicking noise, the signal is not getting to the solenoid on the starter. On the CUCV, that signal is generated from a relay referred to in the "doghead modification".
