Pull everything out of the casing, a few phillips head screws, I found at the back it was all rusted and screwed up. I ran some wires to ground and all fixed. I agree with others, bad ground.

Mine has two airpacks. One is on the right side of the vehicle behind the battery box, one is on the left side with the brake light switch mounted on the front of it.
Yes they do. The left one has the brake light switch on it, the right one doesn't. I couldn't tell you which pack is for which circuit, but they can easily be traced.
Should be fairly easy to determine which airpack is kaput by which wheels are locking up if thats the problem. Didn't someone...

You only have so much time to submit the EUC, My bet is you're going to find out it's too late to submit the EUC when you find out you're still on the hook. Then you are totally screwed. The fine print is there for a reason.
