there are several things it can be, even some the manual does not cover. basically it means it can generate but the voltage reg is not working. the field is flashed when in start and the output of the gen powers the regulator. remove one of the field wires from the reg and the manual tells you...

if it won't run under 900 rpm likely HH is worn. soon it won't run under 1000 then 1200 then it just won't start.

if it has not been used in years the fuel is likely sticking things up. use lacquer thinner. do NOT ever use air pressure you will destroy the regulator.

wix 51064 is the oil. only goes on 2 1/2 threads but that is about all the threads in the filter anyway.

if there is an issue with the oil fault light it likely will not crank. light must be on first.

most units have a diode so it won't crank. that way it will never start and turn on the dc circuits that would be damaged.
