It sounds like they only taxied it, an never test flew it, before sending it off. Great job, but I would think additional testing would have been prudent.
I like the Energizer Lithium AA/AAA batteries for anything that will sit. They have an excellent shelf life, as well as extended power delivery. There only downside is once they are done, the voltage drop fast.
Slightly more on topic, he does appear to use some kind of PACCAR COE 8x8 to move his Scorpion.
I'm only posting his details because he always has interesting machines. In one search, he does appear to have or had a M123.

A local guy has a Scorpion, and has driven it on the streets. But his life's goal is to irritate the local officials and law enforcement. Prior to a 17 year federal vacation, he had a Sherman, a couple half tracks, etc. Those got driven on the streets as well (on historical tags)...
They come in different sizes, with and without motors. Is there any kind of barge service that can move it reasonably? The boat number would tell the story. ie 26MW8553 = 26 foot motor whaleboat, made in 1985, 53rd boat of the year.

Originally AM General offered bare bones Hummers for commercial offroad applications such as logging, power line work, etc. While not cheap, they were 1/2 the price of a GM bling Hummer.
