The engine should be cranked over, before each start, to check for hydro-static lock -- that is fuel or water in a cylinder from a leaking injector or head gasket. If one of the cylinders is filled with fluid while the others fire, you'll destroy the engine.

About a gallon per hour at PTO speed @2500 RPM. Note, this is not a long stroke diesel, the bore/stroke ratio is close to 1:1. 88mm bore, 90mm stroke. Yanmar diesel reliability is pretty darn good, you guys aren't scaring me.
I don't have a mil generator, I have a 15KW PTO generator running off a 45hp Yanmar tractor. The fuel fill is about neck level which made lifting jerry cans a bit cumbersome.
I'm filling up my 55 gal diesel drum today. Lifting 5 gallon cans got old when I lost power for 5 days after a fierce windstorm in the northeast last fall. I added the drum and a pump after that outage. Each major storm teaches me to get a little better about preparedness.
There is a 110V to 24V Transformer in the back of M109s. That is what I'm calling the power converter. It powers the 24V exhaust fan on AC power.

I encountered a hard brake pedal a week ago as I was slowing down to an intersection, the parking brake stopped the truck. I now have that master cylinder apart and am awaiting a rebuild kit from Big Mike's.
I think that power converter is a modification, I've never heard of one under the passenger seat. I don't think you'll find any info about it and will need to trace the wiring.
The only power converter I'm aware of in a stock M109A3 is the one mounted to the wall inside the box.
