Revving and smoke would indicate fuel/engine oil. If you're not hitting the throttle, then it's getting in there via another means. This could be minor, or it could lead to a runaway and the big boom. These are the locations I can think to check where oil/fuel might get dumped into the cylinder...

I'm in need of the pin tools required to pull the cannon plugs apart on an M35A2. I will simply solder the new wire/connections and reassemble.

Are you blasting it, going grinder and twisted wire cup brush, or trying a needle gun...? (I'm guessing chemical strippers are out of the question.)
Blasting would leave a fine surface, grinder/needlegun should as well. What is the surface concern?

I was talking with my insurance agent and she says she has it down as SUV/Utility.
SUV/Utility/car goes by weight, non-GVW, and would be $125 for "normal" plate. ONLY "Truck/Van" over 8000# is required to get a GVW plate.

Be careful. The distortion comes from two factors when you blast thin metal... heat (which isn't a problem with the water blaster) and "peening" from each bit of sand acting like a tiny hammer-blow stretching the metal.

They plate a trucks over 8000 all the time as something other than commercial, and the SOS states that only vehicles used for business require commercial plates. All I can do is try.
