If it has been sitting for a long time with old gas the first thing I would have done would be to thoroughly clean out the whole fuel system. Especially the carb some thing my be sticking I dont have a clue as to how that one works but a good cleaning cant hurt.2cents

I may have found the hidden thing you must fix but probably not
#1 Looks like a dent in the roof or masking line was not straight I cant tell but i doubt it because of what good work do (masking line was not straight)
#2 appears to be overspray or paint working through the masking
#3 you gutter...

Was there ever a M1008/M1028 Pickup crew cab CUCV? This one was in the pic of some trailer thingy on GL it is or was at Fort Lewis WA, (I peruse GL and catalog Military equipment, Specs, pics and general info of things for the heck of it)
