Make sure you have good batteries, all the electrical connections are clean and good, and good glow plugs, let it cycle twice before starting. We have 3 of them we use (2 CUCVs and a dump) and have no problems. Block heater doesn't hurt either.
You may have a clogged fuel tank sock. Had the same problem last summer on the M1028a1, removed and replaced and all of the symptoms you have went away.
Have used an M1028a1 since 2007 as an on and off daily driver, lately for my son for commuting but its only a 10 mile round trip max. The truck has had the following things replaced in the past 6 years even though it only had 6700 miles on it when I got it (23,400 now): windshield, driveshaft...
We use two as daily drivers. Make sure you keep plenty of parts trucks around, there is never a dull moment with these trucks but they are fun to drive. Good Luck!
Last two CUCVs I got from GL sale at Ft. Dix had radiator hoses slit, holes drilled in trans pans and fuel tanks, wires cut in certain places, etc. Don't think GL had anything to do with it.
