    Yes they probably were Canadian military vehicles, Canadians train in Texas prior to deployment to Afganistan. The racks on the roofs are storage bins, usually for storage of camo nets, water cans etc. I have trucks with these racks.

    All you need is the title to the vehicle, proof of insurance and a plate or temporary trip permit. If the truck is plated Cdn Customs will only ask you the usual questions and let you travel.

    Keep in mind the weight of the tanker. The tank size will depend on the quantity of liquid you're carrying. Water weights in at 10lbs per gallon fuel weight about 8.5 lbs per gallon. 100 gals of fuel with the tank is approx 1000 lbs.
