This is another thought. How about the gasket between the carb body and the base. The last carb I rebuilt for an M601 which is similar to the M37 carb, had several intermediate gaskets in the rebuild kit. What I noticed was the large holes in the gasket that left little room for sealing.

Make sure the master cylinder pushrod is not adjusted out too far, which will not allow the piston to return all the way. There should be a little clearance between the pushrod and the piston.

Do not use a bronze bushing to replace the rollers, it will not get enough lubrication and will wear out. I wouldn't use the brinneled shaft either. The NOS one is questionable depending how bad the corrosion is. If it were my truck I would look for another shaft. Have you tried Surplus City...
Yes it may burn up the coil. I recently worked on a M601 that had a Pertronix installed and the directions warned against leaving the igniton on. Check out their website, there is a lot of info there.

Yes it is correct, don't confuse camshaft timing with ignition timing. The camshaft turns half of what the crankshaft turns in a revolution.
