Well, I've seen a few civilian ambo boxes put on trailers (way better than just cutting off the ambo cab and adding a tongue).. ;)
I think it would work fine.
Not sure what's to discuss. The sprung separation is between the box sub and the upper of the two frames on the truck. A gap is expected as the weight of it all rests on the capture points. It could be a faction of an inch or as much as the spring releases when stretched...
I have a strict "don't ask don't tell" policy when it comes to such legalities as CDLs.
And as to brakes, couldn't you just cage 'em and not use the air brakes. ;)

I know you guys want only 100% OEM but I add a few inches of (removable) height to my frames by inserting a 2" collar/spacer. A few inches make a HUGE difference (I've seen guys go taller by making extensions for each...
Any leather, shoe, canvas, tarp sewing place can make them. If you know anyone with a heavy-duty sewing machine, there's not much stitching involved and the D-rings are commonly found all over the place.
I may eventually (it will be post-build though, as time for travels nears). I figure that if I'm tearing it down for one, then I may as well do the other while in there. I do a lot of sand driving and lockers have been sorely missed a few times.
If it's one of the 5-ton trucks from the GSA auction, those were nice clean trucks. Late model with low miles. They were test platforms used by Northrop Grumman in AZ if it's what I think it is...
And of course even if it was to work....will it work on A0? A1? A1R?
Different Spicer CTIS controllers use different protocells from what I gather.
I can't slap an A0 controller in my A1R and visa-versa...
Tell him to get four additional flat bows (either fab them or buy them). Totally worth it to not have the canvas top sagged halfway to the bed after a rain storm. And find a way (zipties is what I use) to keep the bows from sliding fore/aft.
