I believe I know the truck you're talking about and as a M1081 LVAD they are much more prone to rust. I'd do some serious poking around on it to gauge the rust before proceeding. Both seem to be priced right sight unseen.
This is the off the top of my head comparison between the two trucks and I tried to be objectively factual rather than speak to my taste. Having an M109A4 (M35A3 with M109 box) and an M1078 side by side it was easy to make comparisons.

I found the plug on ramdough's truck...and indeed looks like you broke the green plug. It has a metal male end that threads into the PTO housing which yours is missing.
Would you post more photos of the connector ends? I don't recognize that plug on the PTO harness from the A0 on Ramdough's truck. The green end in your hand almost looks like it broke off something.
Your videos show its like the dash has limited power since most gauges are not responding. One of my A1 trucks has a sticky relay when shutting down and the PBC will give similar/weird symbols when it's getting low voltage when it should be off. Follow what NDT said and work from the core...
Welcome to the club! That M936A2 is a clean truck and looked unused since RRAD when I saw it last. The M810 came from Ft. Sam I believe. You'll like the wrecker but we warned..now people know you have one and you'll be that friend "with a pickup" that everyone asks favors from. :p
From the operation on my M1089A1 when I engage the PTO the RPMs are automatically set and I'm locked out of the gears as described. I have been too quick for the computer in the past and while in gear engaged the PTO. The RPMs increased some but since the truck was in gear and the parking brake...

Contact the regional office located at the bottom of the GSA auction listing you won it from. They're the ones who process it and have the authority to correct it. Offices and territories vary.
That's an M52 tractor, and it's likely still the old Continental R6602 gasoline engine in it. No fender mounted air filter gives it away. It looks fairly clean though not really valuable as it's about as gluttonous as a HEMTT without the fun.
