Ok, the injectors on the mep 802/803 units should crack between 3500 and 3700 psi if I remember correctly. Check that the jets are shooting diesel out of all pin holes. A cheap unit like this can help.

Looks like you are in luck. Check injectors for spray pattern and if they check out you should be good to go. Make sure cylinders are not full of oil before you put them back in and crank the unit.
Dont tear it down yet. Pull off all fuel injectors and fill the pistons with atf or mystery oil for a few days and see if it that loosens up the pistons till you can turn over by hand.
Actually when I was browsing the manual I noticed a schematic that had an hour counter. I started looking for it in my genset and found it has an analog hour counter hidden under the control panel. Just need to open the front door and look up and its there.
