Hmmm,
I am no mechanic but I wonder if you have frozen water in your air lines
someplace. The govenor is suspect IMO. How hard is it to pull it, bring
it inside and let it thaw and examine it or how old is it? How about
just pick up a new one? I know throwing parts at a problem is
not real...
I am no mechanic ...having said that If you install an air hose
fitting so that you can pump air into the system w/o the engine running
you have a way better chance of finding an air line leak.
Additionally have you done a C.O.L.A. test?

That MT654CR ( I believe ) transmission is prob running motor oil and not DEX 3 FWIW as well.
Before you cut buy some PB BLASTER, they sell it at Home Depot now.
Just a lil squirt maybe once a day for a week+ or so then grab some wrenches.

I have been told they are outstanding in all flavors of weather by a 70 year old

So your saying basically that any MV truck we buy from GL after 2015
that has a diesel, and is older than 2010 model year, we have to
pull the engine and put in a SMOG Legal engine?
If that is the case then I see the price of MV's w/ diesels pre 2010
dropping HUGE. Of corse they can be pulled...

These manuals are so big...I saw someplace it said not to go over 5-6 MPH in 1st in low.
THEN I saw a diagram of sorts and the speeds allowed in reverse in low range were BLANK, no info.

The PS mirror will need ot be re-afixed if you are to drive it,
